The Local Balance Sheet

Investors and communities can look at the same project and see two very different investments.

A large data center development may represent hundreds of millions or billions of dollars of investment. From a national perspective, it can contribute to computing capacity, technological competitiveness, infrastructure investment, and economic growth.

The community hosting that project experiences something more specific.

Residents and local officials may ask what happens to electricity rates, how much water the project requires, what infrastructure must be built, how many permanent jobs remain after construction, what tax revenue is generated, what incentives are provided, and what environmental or land-use impacts accompany the development.

Both perspectives can be legitimate.

They are simply looking at different balance sheets.

National Benefits Are Experienced Locally

Much of the case for expanding AI infrastructure is made at national or regional scale. Artificial intelligence requires computing capacity. Computing capacity requires data centers. Data centers require enormous investments in physical infrastructure.

But projects are not built at national scale. They are built on particular parcels connected to particular electrical grids, water systems, transportation networks, tax bases, governments, and communities.

The benefits may be distributed widely while some costs are concentrated locally.

That creates a development challenge that cannot be solved by pointing only to aggregate investment.

What Is on the Local Balance Sheet?

The exact calculation differs by community, but the questions are remarkably consistent.

What public revenue will the project generate? What incentives will it receive? Who pays for required electrical or public infrastructure? Does the project create durable employment? Does it consume scarce water? Does it affect electricity costs or reliability? What happens to surrounding land values and alternative development opportunities?

There are also less easily quantified considerations. Does the community trust the development process? Is the project consistent with local priorities? Were important impacts disclosed early enough for meaningful participation? Does the host jurisdiction believe the arrangement is fair?

These questions influence whether development remains politically durable.

The Investor Has a Balance Sheet Too

Developers and investors naturally evaluate a different set of variables. They consider land cost, infrastructure cost, development schedule, financing, customer demand, operating economics, tax treatment, risk, and expected return.

The mistake is not that investors use this balance sheet. They should.

The mistake is assuming it is the only balance sheet relevant to the project's success.

A project that creates an attractive financial return while producing a locally unacceptable distribution of costs and benefits may eventually encounter that imbalance through regulation, permitting, political resistance, utility policy, litigation, or delays.

What initially appears outside the financial model can eventually enter it.

Durable Projects Need Both Sides to Work

The objective is not to make every stakeholder equally enthusiastic about every project. Large infrastructure creates real tradeoffs, and reasonable people can disagree about them.

The more useful question is whether the project creates a defensible exchange between the infrastructure developer and the place hosting it.

What does the project require from the community and its infrastructure systems? What does it contribute in return? Which costs are private, which are socialized, and which benefits remain local?

The stronger the answers, the more durable the development thesis becomes.

Local Legitimacy Is Economic Infrastructure

The Local Balance Sheet connects directly to the idea that permission has become infrastructure.

A community does not evaluate a project through the developer's financial model. It develops its own assessment of what the project requires, who bears those costs, who receives the benefits, and whether the resulting exchange is defensible.

That calculation matters because it influences legitimacy and tradeoffs, two of the central conditions inside DLPT.

A project perceived as imposing substantial local costs while exporting most of its benefits may face deeper review, additional commitments, political resistance, or demands for a different allocation of benefits. Those responses eventually affect schedule, capital, and return.

What appears to be outside the financial model can therefore find its way back into it.

The projects most likely to endure will not necessarily be those that promise the largest headline investment. They will be those capable of demonstrating why the project creates a defensible exchange between the capital financing it and the place being asked to host it.

The investor has a balance sheet. The community does too. Durable infrastructure has to survive both.
